A STEMMA QT module on a breadboard
The Adafruit 4209 cable carries the I2C bus from a STEMMA QT or Qwiic connector to a breadboard or to sockets with 2.54 mm pitch, because it has 4 male header pins on the other end. You plug the ends in without soldering, and you can solder them if needed.
The cable is just over 150 mm long and has a snap-in JST SH 4-pin connector with 1 mm pitch on the module side, compatible with Qwiic sockets. The header pin contacts are gold-plated.

Yes. The male header pins with 2.54 mm pitch fit a breadboard and the female sockets of I2C modules.
Can I solder the ends?
Yes. The manufacturer allows soldering the header pins directly to a board when the connection is permanent.
